Download the binary from here.
It's an self-extracting executable that will directly launch the installation process. It will ask you where IBIS Development Studio should remain on your harddisk. And where you want to store the model/template library.

System Requirements:

+ Pentium computer with 256 Mb and approx. 10Mb free space

Supported Platforms:

+ Win9x, WinNT, W2000 and XP with Internet Explorer 4.0 or higher.
